Some of the cheats don't work - add troops in party screen being one of the ones that doesn't work. Console commands are your friend and allow you to do more useful things.
Took over 100 troops out of the garrison, gave a shit ton of food to the bound villages, and now it’s in the green thanks so much. Hoard grain in your stash for emergencies.
